The United States is a REPUBLIC, not a democracy. The word "democracy" does not appear in either the US Constitution or the Declaration of Independence, because the founders never sought nor desired to build a democracy.

The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.
Democracies are not rule by law but rule by mob in which no one in the minority has any rights. The US Constitution, being the supreme law of the land and one that limits the government's power, establishes a republic ruled by law. The Bill of Rights guarantees that rights of the minority or of the individual are safely preserved from threats from the majority.
